Set the foreground color to white and make a gradient in the selection. Change the layer blend mode to Overlay. Rename the layer to Bevel. Then Duplicate the layer and move it over to the right. Note: Make sure these layers are BELOW the Black base layer.

Step 6:

Make a selection of the Blue screen layer, then go to Select > Modify > Expand, and enter a setting of 3px. Make a new layer called Black ring, move this layer BELOW the Blue screen layer, then fill it with black.

Step 7:

Make a selection of the Black ring layer and go to Select > Modify > Expand again, use the same setting, press ok. Make a new layer called White ring, and move it BELOW the blue screen layer.
Take out the brush tool again, change the brush opacity to 60%. Change the foreground color to white and make some lightning brushes. Change the opacity of this layer to 46%, which should leave you with a somewhat similar result as me.

Step 8:

Make a selection of the blue screen layer and make a new layer on top of all the other layers called Screen brush. Change the foreground color to white if not already. Make a single click brush in the middle (not entirely in the middle, a bit more to the left and top). Then change your brush size to 500px, zoom out the project and brush a single click brush in the top left of the screen. Add a cool shine gradient, if you don't know how to follow my make a shine layer tutorial.

The optional but recommended adjustment is a vertical reflection, I got a tutorial online for this which is called Use layer masks to create reflections. Follow that tutorial if you don't know how to create this last reflection.
