Step 5:
Now comes the fun and easy part. Make a selection of the iris with the eliptical marquee tool
.

Make a new layer (Shorcut: Ctrl+Shift+N) Name this layer iris black layer. Fill the layer with black and set the opacity to 35%.
Step 6:
Hide the Iris black layer for now, and create a new layer called TEMP. Now fill this layer with all visible layers by pressing Ctrl+shift+Alt+E. Then Ctrl+click the thumbnail of the Iris black layer to make a selection of it, select the TEMP layer press Ctrl+C to copy the selected part, then press Ctrl+V to paste it which will automaticly be a new layer. So double click the layer and name it Iris radial blur. Then go to Filter > Blur > radial blur and use the same settings as before. Change the layer blend mode to Color dodge.
Step 7:
Create a new layer called TEMP2. Now fill this layer with all visible layers by pressing Ctrl+shift+Alt+E. Then Ctrl+click the thumbnail of the Iris black layer to make a selection of it, select the TEMP2 layer press Ctrl+C to copy the selected part, then press Ctrl+V to paste it which will automaticly be a new layer. Double click the layer and name it Iris coloring. Press Ctrl+U and give it a nice color, below is my color but for a change I didn't provide you my settings so you get a different end result. Any color would do really as long it's a natural cat eye color.

Change the opacity to 42% and the blend mode to Soft light.

Step 8:
Now for some additional adjustments we're going to add a photo filter and a color balance adjustment layer. But first we have to make a selection of the iris, just Ctrl+click Iris coloring to make the necessary selection. Then go to Layer > New adjustment layer > Photo filter, and set the filter to Deep yellow, press OK.
Step 9:
Make a new adjustment layer again but now choose Color balance, and apply the following settings.
Midtones: +17, -6, -35
Shadows: +8, -16, -7
Highlights: +7, -2, +6
That leaves us with the end result of this Cat eye lens photoshop tutorial, below is my end result, I hope yours comes very close to it.
