Intro:
Take stars to the next level in this adobe photoshop tutorial, I know I made a star tutorial for the 3D text in photoshop tutorial but this one is way more advanced, good luck!
Step 1:
Make a new project with 250x250 dimension, Hit D on your keyboard to reset the foreground and background color to its default colors. then hit Alt+Backspace to fill the background layer with black (the foreground color).
Step 2:
Make a new layer with Ctrl+alt+N and name it Dot, take the brush tool
and set it's brush to the Soft round 45 pixel brush shown in the image below:

if you changed your brush settings before make sure the mode is on normal, opacity on 100%, flow on 100% and airbrush off.
Reset colors (D on your keyboard), then hit X to switch the back and foreground color making white the foreground. Now make a dot in the middle of the project somewhat similar to mine.
Step 3:
Make a new layer again with the shortcut you learned earlier and name this layer line. Then make a line with the penciltool
, TIP: Hold shift when dragging, this will make a perfectly straight line.

Go to Filter > Blur > Motion blur, and give it a 0 angle and 95 distance, hit OK. Then hit Ctrl+T to go into transform mode, this way we can easily move it in a different angle. go to the right of the transform field, hold shift, and move the right part down to give the line a different angle, my result with the transform still active is below.

Result without the transform active (I moved the line so it's in the middle of the dot)
Step 4:
Duplicate the line layer in the layers window (Right-click Line layer > Duplicate layer), then merge the layers together with Ctr+E. The reason we had to do this because we needed the line to be stronger.

Duplicate the line layer again, and go to Edit > Transform > Rotate 90 CCW or CW, either way you'll result will be the same.

Now make sure the point where the 2 lines cross is excactly in the middle of the dot. You could merge these 2 layers together or if you want the possibilty to edit these layers seperatly you can just select them both and move them to the middle of the dot.
Selection tips:
#1 Just select the top layer hold ctrl and select the other one (don't click the layers icon since this will make a selection of that layer when holding control).
#2 When you want to select alot of layers for example 10 layers, select the most bottom or top layer, hold shift and select the top or bottom layer.
#3 Make a group, put both layers in the group, select the group and move the group around until you have the result you want. More on groups is in the groups tutorial.
